                                                                           FY2021 BUDGET NOTICE 

The FY2021 Proposed Budget of the City of Tifton will be presented to the Council on Thursday, May 21, 2020 at 11:45 AM in the Tifton City Council Chambers, 130 East 1ST Street, Tifton, GA. 

A COPY of the FY2021 Proposed Budget will be available for public inspection at the office of the City Finance Director at City Hall, 130 East 1st Street, from 8:00 AM to 5:00 PM Monday through Friday beginning May 15th, 2020.

A PUBLIC HEARING on the FY2021 Proposed Budget will be held on Monday, June 1st, 2020 at 5:00 PM in the Tifton City Council Chambers, 130 East 1st Street, Tifton, GA. Anyone wishing to make comments on the Budget is invited to attend this meeting.

ADOPTION; the FY2021 Proposed Budget is scheduled for adoption on Monday, June 15th, 2020 at the month Council Meeting at 5:30 PM in the Tifton City Council Chambers, 130 East 1st Street, Tifton, GA.


City Council Meetings

The City of Tifton will hold the Tifton City Council Meetings (Workshops and Regular) beginning at 5:30 PM. Workshops are generally held on the 1st Monday of each month, while Regular Meetings are generally held on the 3rd Monday of each month.

Bid No: 2020-02

The City of Tifton is accepting sealed bids for the 2020 Street Resurfacing Project. The work will include street resurfacing, paint striping, and manhole/valve box adjustments.  Sealed bids will be received at the Office of the City Manager, 130 E. 1st Street, Tifton, GA 31794 until 2:00 p.m. on June 9, 2020 at which time they will be opened and publicly read.

Bid documents can be obtained from the City Website at  A non- mandatory pre-bid conference will tentatively be held at 1:00 pm on May 26, 2020 at the City of Tifton Public Works Office, 1000 Armour Road, Tifton GA 31794. A zoom meeting of the pre-bid will be made available to all bidders due to COVID-19 concerns. 2020 Resurfacing Project - Bid Documents 


1. Sealed bids for construction of the project entitled Digester Cleanout will be received until
Thursday, May 28th, 2020 at 11:00 AM in the City Manager’s Office, Tifton City Hall located at 130 1st
Street E, Tifton, GA 31794 at which time and place they will be publicly opened and read. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days. A zoom meeting of the bid opening will be made available due to COVID-19 concerns if necessary.

2. Work To Be Done: The Work to be completed for the Digester Cleanout is described briefly as follows: Work will involve dredging of settled grit and solid residuals from the digester basin as well as de- watering of material for disposal in the Tift County Landfill. The basin will remain in service for the duration of the project.

3. Plans, Specifications and Contract Documents: Copies of Bidding Documents may be obtained from
ESG Engineering- contact Margaret Hildebrand at to procure
Bidding Documents and to be added to the Bidder’s List (required to bid on project). Digital documents
will be provided upon a non-reimbursable payment of $100 and hard copies will be provided upon non-
reimbursable payment of $200. Prospective bidders must be on the official plan holders list in order
for their bid to be considered responsive.

4. Contractor License: Any Contractor submitting a bid must be licensed by the State of Georgia. See
Instructions to Bidders for additional bidding requirements.

5. Bonds: Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less than
5% of the base bid. All bonds shall be by a surety company licensed in Georgia with an “A” minimum
rating of performance and a financial strength of at least five (5) times the contract price as listed in the
most current publication of “Best’s Key Rating Guide Property Liability”. Performance and Payment
Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder
if contract is awarded. Each Bond shall be accompanied by a “Power of Attorney” authorizing the
attorney-in-fact to bind the surety and certified to include the date of the bond.

6. Pre-bid Conference: A pre-bid conference will be held on Thursday, May 7 at 11:00 A.M. to
discuss project requirements and answer questions. The meeting is tentatively scheduled to take
place in the conference room at Tifton City Hall located at 130 1st Street E, Tifton, GA 31794. A zoom
meeting of the pre-bid will be made available to all bidders due to COVID-19 concerns. Attendance is not mandatory.

7. Reservation of Rights: Owner reserves the right to reject any or all Bids, including without limitation,
the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to
reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to
make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or
of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the

8. Permits: The contractor shall furnish and maintain all licenses and permits during the life of the
Contract that apply to transportation and hauling of de-watered materials. No other permits are
anticipated to be needed.

9. Easements: There are no easements required for this project.

10. Funding: Funding for this project will be provided by the Georgia Environmental Finance Authority
(GEFA). See GEFA Supplemental Conditions for requirements.
