Rudeloff Road (East of SH 46 to the existing curve in Huber Road CR 105)
Scope: MPO Capacity Improvements/Thoroughfare Plan Project to include ±8,200 LF of 60’ asphalt roadway consisting of 5 – 12’ wide lanes, including bike and sidewalk shared path, sidewalks, and drainage improvements to Rudeloff Road.
Update:
Right-of-way acquisition process is almost complete and the utility re-location process will begin early 2022. Construction of the road project is anticipated to commence Fall 2022 after utilities are cleared and all right of way secured. The delay in the start of construction is due to the timing of the utility relocation work.

Rudeloff Road (Huber - East of Softball Fields to SH 123 at FM 20)
Scope: Awarded to the City through the Metropolitan Planning Organization (MPO) and funded through the Texas Department of Transportation (TxDOT). Consisting of 5 – 12’ wide lanes, including bike and sidewalk shared path, sidewalks, and drainage improvements to Rudeloff Road.
Update: Design Phase began February 2022, and meetings with affected property owners are ongoing. A public hearing will be required early in the process to establish an acceptable roadway alignment through the undeveloped farmland. A schematic alignment is expected to be presented to the public in Summer 2022. Construction anticipated to begin in Fall 2024.
Cordova Road (SH 46 to SH 123)
Scope: The joint City/County Project has received notice of funding through the Metropolitan Planning Organization (MPO) as part of Federal Highway Administration Grant. The Funding will be available after October 2023 as part of the FY 2023-2026 Transportation Improvements Project Grant (TIP). The project consists of widening Cordova Road to 4 – 12’ wide travel lanes, a raised 14’ wide median, left turn bays, drainage improvements, and pedestrian/bicycle shared use paths along both sides of the project. Realignment of Cordova Road at Three Oaks Road to provide a signalized intersection is part of the project scope.
Update: The City and County will conduct interviews in late April 2022 to select an engineering firm. Award of the project and project design is anticipated to commence in late Spring 2022. The design process will require 2 – 3 years of development to complete the construction and environmental documents, acquire right-of-way, and relocate utilities in accordance with Federal requirements per the Grant. Construction is anticipated to begin early 2025 and end in late 2027.
Community Block Development Grant (CDBG) Main Street Sidewalks Project
Scope: The project includes reconstruction of sidewalks along the 200 block of East Court Street between River and Crockett Streets, the 100 Block of West Gonzales Street (southern side) and includes curb island extension and other related improvements to meet accessibility requirements for the project limits. Accessibility will be improved to 6 downtown building entrances as part of grant project that is currently in design.
Update: Change order pending approval from TDA. Contractor is working on south side of Court Street.
Estimated Completion Date: Construction to be completed Spring 2022.
Stratton-Jefferson-Guadalupe-Nelda Street Sidewalk Project
Scope: The City has received notice of funding of the $2.3M sidewalk project through the Metropolitan Planning Organization (MPO) as part of Federal Highway Administration Grant. The Funding will be available after October 2023 as part of the FY 2023-2026 Transportation Alternatives Program Grant (TAP). The project consists of construction of concrete sidewalk and shared use path, retaining walls, and drainage improvements as necessary to provide an accessible route on South Guadalupe Street to the Seguin Coliseum, along Nelda and Stratton Streets to provide connectivity between City Parks and Library, Seguin Housing Authority, and Seguin ISD facilities.
Update: Funding will be available Fall 2022; Design anticipated to begin early 2023 to meet the 2026 construction timeline per the grant.
Walnut Creek Regional Detention and Low Water Crossing
Scope: The City has received notice of funding of the $8.6M project through the General Land Office (GLO) CDBG-MIT Grant. The project consists of increasing the size of the existing regional detention basin near IH-10 and Fleming Drive and replacing existing low water crossings to pass the 100-year flood. The Aldama Street intersection at Kingsbury Street will be improved, the low water crossing at San Antonio Ave. and Walnut Branch will be replaced with a bridge, and the low water crossing at Williams Street and Walnut Branch will be replaced with a bridge.
Update: Project in design. 30% Progress set anticipated Summer 2022; Construction is scheduled to begin in early 2025 and end in early 2027.
North Guadalupe Drainage System
Scope: The City has received notice of funding of the $8.3M project through the General Land Office (GLO) CDBG-MIT Grant. The project consists of constructing a new regional detention basin to serve an existing residential area near Guadalupe Street north of the railroad. Drainage improvements will be provided for adjacent commercial and industrial developments. Improvements in the FM 78 and UPRR rights-of-way, including channel regrading, will be completed to improve drainage in the area.
Update: Project in design with 30% plans expected Summer 2022. Survey and geotechnical investigation in progress.
Mays Creek
Scope: The City has received notice of funding of the $3.9M project through the General Land Office (GLO) CDBG-MIT Grant. The project consists of replacing existing culverts on SH 46, FM 725, River Oaks Dr, and CR 402 to address flooding concerns. A new access point out of the Chaparral Subdivision will be constructed to provide secondary access during flooding events.
Update: Project in design. 30% Progress set anticipated Summer 2022; Construction is scheduled to begin in early 2025 and end in early 2027.
Heideke Storm Water Trunk Installation and UPRR Channel Renovation
Scope: The City has received notice of funding of the $10.5M project through the General Land Office (GLO) CDBG-MIT Grant. The project consists of improving the existing drainage channel along the UPRR to increase capacity during storm events. A new storm sewer trunk will be installed in the Heideke St. Right Of Way to serve the existing residential area.
Update: Survey and preliminary investigations in progress pending ROE from landowners and UPPR.
Walnut Springs Trail Extension - Phase II
Location: Convent to Max Starcke Park East
Scope: The City has been awarded funding through TxDOT as part of the Alamo Area MPO. The project area extends the Walnut Springs Trail from the Ruby P. Vaughan Bridge on Convent Street south to Max Starcke Park East. Consists of .44 miles of 10-foot-wide concrete hike and bike trail along the west side of Walnut Branch Creek that will include limestone block retaining walls, hand and guard rails, and Seguin’s first below-grade crossing under the South Austin bridge. Design is complete by TRC Engineering. Currently working on acquisition and acquiring right of ways and easements. Bid has been awarded to Myers Concrete Construction.
Update: All concrete columns are completed for elevated section. Column caps are currently being formed and poured. Approximately 50% of all concrete footing and retaining walls are completed.
ECD: Fall 2022
King & Spruce Street Utility and Streets Improvement
Scope: The project includes storm drainage improvements and approximately 2,750 linear feet of concrete street improvements from Pine Street to the Union Pacific Railroad. Bid was awarded to Capital Excavation. Construction started July 2019.
Update: Project is complete. Pending non-ADA compliant sidewalk replacement negotiation.
Walnut Branch Sanitary Sewer Phase II
Location: Seguin Public Library to Max Starcke Park East
Scope:Under the design of TRC Engineering, the project will include replacing and upgrading the sanitary sewer line located in Walnut Branch from West Nolte Street to the Wastewater Treatment Facility. The current 18” main will be upgraded to a 36” and 42” sewer main.
Update: Sewer construction is complete. Pending 10”-12” waterline change order to lower line under creek and hike and bike trail.
ECD: End of April 2022.
Milam Street Re-Construction and Milam Street Drainage and Utility
Scope: The project is from Mountain Street to Kingsbury Street and will include storm drainage, water and sewer improvements, street reconstruction and sidewalk on one side of roadway.
Update: The project is currently in the design phase at the 95% stage. Easement and right-of-way acquisitions have started. Construction is scheduled for early 2022.
Estimated Completion Date: To be determined; 14-month construction schedule anticipated.
Walnut Branch Sanitary Sewer Phase III
Location: West Kingsbury Street to New Braunfels Street
Scope: Under the design of TRC Engineering, the project will include approximately 3,400 linear feet of 30" diameter gravity sewer main within Walnut Branch extending from the north side of West Kingsbury Street to New Braunfels Street (north side of the railroad).
Estimated Completion Date: To be determined. TRC working on environmental clearance.
Walnut Branch Sanitary Sewer Phase IV
Location: North of Court Street to Seguin Public Library below Nolte Street
Scope: Preliminary Design to establish several alignments for the replacement and upgrade of the existing 24-inch diameter gravity sewer which runs through Walnut Springs Park. The project will include replacement of approximately 1,500 linear feet of 30 – 36” diameter gravity sewer main.
Update: 60% design complete; waterline replacement / upsize 2” to 8” added on Goodrich.
ECD: 9-month construction schedule anticipated to begin summer 2022.
Eighth Street Extension (EDA Grant)
Location: Eighth Street from end of existing road to the railroad tracks.
Scope: The City has been awarded funding through the U.S. Department of Commerce Economic Development Administration (EDA). Project consists of 750’ of concrete roadway including drainage and sidewalks.
Estimated Completion Date: To be determined. Bid opening scheduled for May 2022.
Mesquite Street Extension
Location: Mesquite Street north of Austin Street to just north of Starcke Street.
Scope: The project is currently in design by Doucet & Associates and consists of extending Mesquite Street north of Austin Street to just north of Starcke Street.
Update: Project is in design and 90% design plans are under review. Design phase should be completed by Summer 2022. Construction to be added to the 5 year CIP Plan as part of the FY2022-23 Capital Improvements 5-year roadway plan. The road will need to be re-named per Guadalupe GIS requirements and approved by City Council.
Estimated Completion Date: To be determined.
Geronimo Creek Wastewater Line Assessment
Location: Influent WW line from GCWWTP north towards Keller Lane
Scope: Clear easement for access, install gates at various property lines, and perform sanitary sewer survey and repairs as necessary.
Update: Complete and staff has submitted testing results to TCEQ.
Estimated Completion Date: 4th quarter 2021
Sludge Line Replacement
Location: Water Plant to Walnut Branch WWTP
Scope: Design the replacement of the sludge line used to transport water plant sludge to the Walnut Branch WWTP for treatment/disposal.
Update: Design is progressing and a pre-bid meeting is being considered.
ECD: Engineering is in progress with construction slated for FY22.
Geronimo Creek Waste Water Treatment Plant Expansion
Location: Geronimo Creek Waste Water Treatment Plant
Scope: Under the design of TRC Engineering, the project will include the expansion of the Geronimo Creek WWTP from 2.18 MGD to 5.54 MGD.
Update: 100% design is expected in June 2022 or July 2022
Estimated Completion Date: To be determined. Expansion project approved and Walnut Branch Wastewater Treatment Plant will be abandoned. Design is underway and a TWDB funding application has been submitted and is under technical review.
